Jacksonville drafted Blake Bortles, so quarterback is not a need here. Though Jacksonville is third in the NFL with 16 sacks, they do not have a top-level pass rusher on staff. Williams would give the Jaguars an edge rusher needed if they want to unseat Andrew Luck.
2. Tampa Bay Buccaneers (3-13) - Marcus Mariota (QB/Oregon)
Tampa Bay's franchise quarterback is not on their roster. The team lacks leadership and it shows with their performance on the field in the fourth quarter. They came back against the Steelers, but responded with a dud fourth quarter despite having an 11-point lead at home.
3. Minnesota Vikings (4-12) - Randy Gregory (DE/Nebraska)
Minnesota drafted Anthony Barr, but they still need more help for their pass rush. Gregory is the best player available and will fill the void left by Jared Allen.
4. Oakland Raiders (4-12) - Amari Cooper (WR/Alabama)
Oakland needs playmakers on offense. Derek Carr has performed poorly so far, but it doesn't help that he has played against the league's better defenses and his running backs have apparently taken the season off.
5. Tennessee Titans (5-11) - PJ Williams (CB/Florida State)
Blidi Wreh-Wilson has failed to show that he is a starting-caliber cornerback in the NFL and opposing offenses have taken advantage of that this season. An upgrade to the secondary is needed.
6. St. Louis Rams (5-11) - Landon Collins (S/Alabama)
Poor play at safety has been an issue in St. Louis all season. It is not the biggest need on the team, but Collins is the top available player and Jeff Fisher is not going to allow the Rams to draft Jameis Winston.
7. New York Jets (5-11) - Jameis Winston (QB/Florida State)
Geno Smith is a turnover-prone mess, Michael Vick is the same, only older and more injury prone. The Jets don't care about Winston's legal troubles (the team signed Michael Vick and Plaxico Burress) and Jets fans are so desperate for a franchise quarterback that I am pretty sure they don't care either.
8. Cleveland Browns (9-7) - Shilique Calhoun (DE/Michigan State)
Barkevious Mingo has not played to his potential. Cleveland's defense was a position of strength entering this season, but an upgrade to their pass rush is needed.
9. Atlanta Falcons (6-10) - Todd Gurley (RB/Georgia)
Atlanta has nobody on their team who can be relied on to run the ball. The Falcons need to find a way to balance out their offense.
10. Washington Redskins (7-9) - Ifo Ekpre-Olomu (CB/Oregon)
The loss of DeAngelo Hall really exposed the lack of depth in Washington's secondary. An upgrade is desperately needed here.
11. Arizona Cardinals (7-9) - Dante Fowler (DE/Florida)
John Abraham was placed on IR, but even before then he almost retired mid-season. I doubt Abraham returns and even if he does he is going to turn 37 next May.
12. Kansas City Chiefs (8-8) - Andrus Peat (OT/Stanford)
Eric Fisher has not lived up to the hype of being a first-overall draft selection. The Chiefs will benefit from kicking him back to the left side.
13. Pittsburgh Steelers (8-8) - Ellis McCarthy (NT/UCLA)
The Steelers failure to stop the run has plagued them all season. A new nose tackle is needed to shore up the defensive line.
14. New York Giants (8-8) - Vic Beasley (OLB/Clemson)
Beasley is undersized, but he has a great motor and knows how to get to the quarterback. Additionally, he has bulked up over the past year and could be a great edge rusher for the Giants.
15. Chicago Bears (8-8) - Ronald Darby (CB/Florida State)
Chicago's secondary has been hit with injuries. Kyle Fuller has played well, but the Bears need more help in their secondary.
16. Cleveland Browns (9-7) - Cedric Ogbuehi (OT/Texas A&M)
Cleveland could stand to upgrade at right tackle. Ogbuehi could round off a talented offensive line for the Browns,
17. Baltimore Ravens (9-7) - Melvin Gordon (RB/Wisconsin)
It should be obvious by now that the Ravens have a glaring hole at running back. Gordon is a threat both rushing and receiving and has lit up the scoreboard all season for the Badgers.
18. Houston Texans (9-7) - Brett Hundley (QB/UCLA)
Houston has a lot of potential on offense, but are limited because Ryan Fitzpatrick is their quarterback. Hundley's injury caused him to drop from my previous few mocks, but he seems fine.
19. New Orleans Saints (9-7) - Jalen Collins (CB/LSU)
The Saints secondary was unable to contain Vincent Jackson and were down by 11 points in the fouth quarter because of it. New Orleans needs to address the needs in their secondary.
20. San Francisco 49ers (10-6) - Stefon Diggs (WR/Maryland)
Michael Crabtree is a free agent, Anquan Boldin is old and Stevie Johnson is inconsistent. San Francisco needs to find another receiver for Colin Kaepernick.
21. Miami Dolphins (9-7) - TJ Yeldon (RB/Alabama)
Knowshon Moreno only signed a one-year pact and the coaches clearly don't trust Lamar Miller since he hasn't touch the ball more than 15 times this season. They may seek a bell cow in the offseason.
22. Detroit Lions (10-6) - Hroniss Grasu (C/Oregon)
Dominic Raiola will be a 36-year-old free agent in the offseason. Grasu is a stud who would be able to seamlessly take over the duties at center.
23. Cincinnati Bengals (9-7) - Markus Golden (DE/Missouri)
Cincinnati has few holes, but a big one is their pass rush, which has suffered after the team failed to re-sign Michael Johnson. Perhaps Golden could address this issue.
24. Dallas Cowboys (11-5) - Trae Waynes (CB/Michigan State)
Morris Claiborne could be a cap casualty in the offseason. Despite how well the secondary is playing at the moment, Dallas could still stand to upgrade.
25. San Diego Chargers (9-7) - Mike Davis (RB/South Carolina)
Ryan Mathews is set to be a free agent. Branden Oliver is playing well, but at 5'7" 208 pounds, he is better served as a Darren Sproles type of running back.
26. Carolina Panthers (9-7) - Brandon Scherff (OT/Iowa)
Carolina needs to protect Cam Newton if they expect to compete. The Panthers had a lot of holes on their roster last offseason and were unable to address them all.
27. New England Patriots (11-5) - Jaelen Strong (WR/Arizona State)
Julian Edelman is currently the top wide receiver in New England. Tom Brady needs an upgrade if the Patriots want to compete.
28. Green Bay Packers (11-5) - Devin Funchess (TE/Michigan)
Another weapon for Aaron Rodgers, Funchess is a tight end who is playing wide receiver in Ann Arbor this season.
29. Philadelphia Eagles (10-6) - Eric Kendricks (MLB/UCLA)
DeMeco Ryans has regressed since being traded to Philadelphia and could be a cap casualty in the offseason.
30. Denver Broncos (13-3) - Noah Spene (DE/Ohio State)
Denver has DeMarcus Ware, but at age 32, how much longer will he be effective? A young pass rusher to play across from Von Miller will be sought after.
31. Seattle Seahawks (11-5) - Owamagbe Odighizuwa (DE/UCLA)
Running back and defense end are the most obvious positions of need for the defending Super Bowl champions. Cliff Avril will be a free agent in the offseason.
32. Indianapolis Colts (12-4) - Tre Jackson (G/Florida State)
Help is needed all across the Colts offensive line, so the best lineman available could be selected.
